PSTQ Quebec 2026: Skilled Worker Selection Program

The Quebec Skilled Worker Selection Program (PSTQ) is for people planning to settle permanently in Quebec to work. It has four PSTQ streams. An Arrima Quebec declaration of interest is required, but it does not guarantee an invitation.

What is the PSTQ Quebec program?

PSTQ replaced Quebec’s former Regular Skilled Worker Program. The Ministry identifies the stream that may apply from the principal occupation declared in Arrima, its TEER category and the information in the profile. This is Quebec selection, not the federal Express Entry system.

PSTQ eligibility conditions are standing program requirements. Arrima invitation criteria are filters used to select profiles from the pool and may change with Quebec’s priorities. Meeting a stream’s baseline requirements does not guarantee an invitation, and there is no single permanent PSTQ score.

Quebec PSTQ requirements by stream

The streams are not interchangeable. Your principal occupation and supporting evidence determine the requirements that need to be assessed.

Stream 1: High qualification and specialized skills

This stream applies to a principal occupation in TEER 0, 1 or 2. It includes paid work experience of at least one year in the last five years, eligible education and the required French-language level.

Stream 2: Intermediate and manual skills

This stream applies to a principal occupation in TEER 3, 4 or 5. It requires at least two years of work experience, including one year in Quebec, with specific limits for qualifying experience outside Quebec.

Stream 3: Regulated professions

This stream applies when the principal occupation is on Quebec’s official regulated-professions list. The applicant must meet the applicable regulatory-authority evidence requirements for authorization or recognition of qualifications.

Stream 4: Exceptional talent

This stream is for people able to demonstrate exceptional expertise through recognized accomplishments or a Ministry partner opinion in a targeted field, plus at least three years of professional experience.

Arrima Quebec: declaration of interest and invitation

A declaration of interest is completed free of charge in Arrima Quebec. Once submitted, it remains valid for 12 months. If no invitation is received in that period, it becomes invalid and a new declaration may be created free of charge. Updating a declaration does not extend its initial validity.

After an Arrima invitation

  1. 1Accept the invitation and submit a permanent selection application by the stated deadline.
  2. 2Review the information carried over from the declaration and upload the required supporting documents.
  3. 3Continue meeting both the PSTQ stream conditions and the criteria used for the invitation.
  4. 4After Quebec selection and the CSQ, complete the applicable federal IRCC permanent-residence stage.

Fees and supporting documents

Verified September 13, 2026: Quebec publishes fees effective January 1, 2026 of CAD $940 for the principal applicant and CAD $201 for a spouse or each dependent child. Fees are adjusted annually, so the official page must be checked before payment. Required documents depend on the profile, stream and occupation.
