On May 13, 2026, Quebec’s MIFI introduced priority processing for certain permanent selection applications filed under the Skilled Worker Selection Program (PSTQ). The measure concerns people who are already awaiting a decision and whose work permit has expired or is close to expiry.

Who may be covered?

The measure applies to PSTQ permanent selection applications submitted since July 17, 2025. MIFI first prioritizes files connected to an open work permit, then files connected to a closed work permit. For an application submitted after May 13, 2026, priority may apply when the work permit expires within the three months after submission.

This is not a new immigration stream and it is not an Arrima invitation. The person must already have submitted a PSTQ permanent selection application and must continue meeting all applicable requirements.

What priority processing does not guarantee

Priority processing does not guarantee that a Quebec Selection Certificate (CSQ) will be issued before a permit expires. MIFI states that applicants must maintain legal status in Canada at all times. Workers should therefore review renewal options early with their employer and the appropriate authorities.

  • Keep contact details current in Arrima and with MIFI.
  • Respond promptly to any document request.
  • Do not assume priority processing automatically extends work authorization.

How long does the measure last?
